2011 Annual Luncheon Keynote Address
Dennis Winters
Chief of the Office of Economic Advisors in the Department of Workforce Development
Dennis Winters has expertise in economic analysis, modeling and forecasting; encompassing everything from designing commodity derivative strategies to long-term policy initiative scenario assessments. Winters’ areas of focus include regional and national macroeconomics, energy and labor markets, and economic impact analysis.
He has authored many studies on economic development in Wisconsin including Wisconsin’s Economy in the Year 2010, Wisconsin High-Tech Opportunities, Economic Development Strategies for Neighboring States, the Northeast Wisconsin Economic Opportunities Study, and The Impact of Population Aging on Wisconsin’s Labor Force. Winters has also assisted on numerous other economic development studies such for Centergy, Door County, and in the states of Kentucky, Ohio, New Hampshire, and Wyoming.
He has served as an advisor to private industry, government agencies, and elected local, state, and federal officials. Winters has testified before governmental investigative bodies and appeared in television and radio interviews and has been quoted in the national press such as the Wall Street Journal, Investors Daily, USA Today, the Christian Science Monitor, the Journal of Commerce, and the Swedish equivalent of Business Week, as well as many local newspapers.
Winters has been a consulting economist for over twenty-five years including senior positions at Wharton Econometric Forecasting Associates (WEFA), DRI / McGraw-Hill (now combined into IHS Global Insights). He was Vice President and Director of Research for NorthStar Economics.
Winters was educated at the University of Wisconsin - Madison and Colorado State University.

John B. Koskinen
State of Wisconsin Department of Revenue
Chief Economist and Division of Research and Policy
John Koskinen serves as the Chief Economist and Division Administrator for the Division of Research and Policy Analysis, Wisconsin Department of Revenue. He leads a staff of thirteen professionals specializing in economic research and tax policy analysis. The Division prepares a Wisconsin economic outlook every quarter and a regional outlook for the state’s metropolitan areas every year.
John has testified on the Wisconsin economy before the Wisconsin Senate Committee on Economic Development, the Assembly Committee on Jobs, Economy, and Small Business, and the Assembly Committee on Rural Economic Development. He has presented the Wisconsin economic outlook before the Governor’s Conference on Economic Development, Lakeland College/M&I Bank outlook sessions, UW-Green Bay outlook sessions, and the Cooperative Network Board of Directors. He has been heard as a commentator on the economy on the Wisconsin Radio Network, WTDY, WFDL, WXPR radio and appeared on WISN, WMTV, WJFW and WISC television. His remarks have been cited by the Associated Press, In Business magazine, the Milwaukee Journal-Sentinel, the Wisconsin State Journal and the Capital Times. In addition, John has taught continuing education classes for the Government Finance Officers’ Advanced Government Finance Institute and UW-Green Bay’s Master Academy for Local Government Officials.
Prior to joining the Department of Revenue in 2007, John served as the Staff Economist for the Governor’s Budget Office, Wisconsin Department of Administration from 1979 to 2007. John has his B.A. and M.A. in Economics from Marquette University.
